Chegg is a private resource for a TA to intentionally post a fraudulent answer to a question is a violation of their TOS, and since there is a financial incentive, it's likely illegal.

What's pretty shitty because there were likely students who didn't cheat at all who ended spending time on that unsolvable question and ran out of time before they could answer some of the other questions.
