I'm guessing because being active directly negates the ability to remove ROS due to the influx from respiration due to the exertion of movement.
Overall I'm thinking it was a stasis like thing that occured and got coopted in things with brains to act as a way to "cleanse the pallette" of their cognition. Iirc I heard about an AI training technique that used sleep like states to consolidate and eliminate memories as a step to enhance accuracy in their neural networks.
