In engineering, for example, most people just grind out problems so that the concept eventually "clicks". Is this the best way? Do you really learn the concept this way or are you just learning the procedures?

Also added: at the grad level, it seems like they don't really do homework in the same regard as undergrads do, they don't read papers and then do some homework, it's different. Why is it different?
