Some western cities remain high due to unproductive imported underclass, but if you look at east asian cities that lack these, the fertility rate is frequently below 1.0. Modern cities are IQ-Shredders. They take in human capital, smart, productive people, and they remove them from the gene pool.
As they are removed from the gene pool, these cities demand more and more victims for their vampirism and they entice intelligence people from rural areas and foreign countries, and once again remove them from the gene pool.
Of course this model isn't sustainable. What is sustainable is social conservatism. Small business, localism, nationalism. In the game of evolution the only winners are those who succesfully reproduce, and the modern liberal is the biggest loser of this game.
