OP's asking "well, how do we know that body armor you made will keep stopping them?" and the response is "the bullet's changes are incremental, the muzzle velocity's not changing a ton, they're not switching from hollow point to FMJ, and they're not suddenly changing from 9mm to, like, tank shells. The likeliest-but-still-rare worst case is that you'll feel serious bruising instead of regular bruising."
