Responsibility, and producing designs for sale-able goods. A structural engineer designs 100 million dollars worth of buildings every year. If he makes a mistake there lots of money and safety at risk. Whereas a chem lab tech has comparatively a lot less responsibility in case of errors.
But really I don't think the difference in pay is that much, there's lot of engineers who cap out lower than you would think. I think engineers are underpaid based on their level of responsibility and stress and going through a more difficult schooling.
The real tragedy is that business students can party their ass off through university and then make more than engineers. Though part of an engineers salary is to be paid in wisdom and respect rather than in dollars.

Engineers engage in economically productive activities, while chemists (and other pure scientists) are only engaged with producing knowledge. Companies can pay engineers large sums of money because the same engineers turn a big profit for them, and that is clearly not the case for a chemist working on an university lab.
By the way, you could look into chemical engineering or even materials engineering, where knowledge of chemistry is applied into things that can turn a profit, and the professional get paid very well.
