Lightspeed travel and time dilation

Guys I'm sorry I know I'm retarded but I need this explained to me in simple terms because I'm obviously missing something.
The whole theory that the faster you travel the slower time moves, isn't it all just down to human perception?

For example if you shoot off at lightspeed and I stay on earth, the light from either of us will take long enough to reach each other that we'll perceive a time distortion - but that time distortion isn't actually taking place, is it? It's simply how we perceive it due to the limitations of the speed of light. Therefore time isn't actually slowing down, it just looks like it is?

I know I must be wrong but please someone explain this shit to me
