Bureaucracy is a problem because it constantly gets in the way of getting shit done. Every 2-4 years Congress and the White House have to completely reexamine every fucking thing NASA is doing and rejustify every program and expense and scrap half of it. On top of that they can't contract with the people they want, are beholden to outdated cost-plus contracts with defense companies, etc.
Lack of creativity is a problem because the fucking hiring priorities for the last 20+ years have been diversity instead of actual talent. Now you've got maybe 5% of the people working at NASA who actually know what they're fucking doing and the rest are just there to be the token (insert underrepresented minority) on a given team.
Budget is a problem because it's always a problem. We used to dump 5% of the federal budget into the space program because it was our goddamned nationalistic dick-wagging contest. Now it's lucky if it gets 0.4-0.5%
