During puberty you get pulses of various hormones (FSH, HCG, HGH among others) released into your blood at a regular interval. You can induce these pulses in adults by injection of kisspeptin (kisspeptin is part of the mechanism that starts puberty naturally).
Maybe such a synthetic puberty by way of regular kisspeptin injections does increase penis size in adults in the long run, I haven't found any long term studies on the subject. Kisspeptin is also known to stop cancers from metastasizing, which is good sign when you are trying to induce growth of an organ.
But you probably don't need to induce some sort of 2nd puberty but instead make just the penile tissues respond the androgens the same way it did during puberty. If that could be done, natural growth could be achieved with a short treatment with various hormones.
