Does the universe operate at a tick rate of 1 plank time or is it possible for things to happen 0.5 plank time apart? Can something be 0.5 plank length in distance or can the universe be divided cleanly into 1 planck length units?

so the idea of plank time and plank distance is that things start breaking down once you get to that point. One solution is just to say that’s the limit and space is discrete others is there is some fancy non discrete physics going on. No one knows.

There's no strong reason to interpret the Planck units as giving distances of grid points.

If b is some dimensionful quantity, and B is the Planck constant of that quantity, then expressions such as $\exp(i2\pi \frac{b}{B})$ , with value and fluctuation $b > \Delta b \gg B$ is essentially a random element on U(1). Meanwhile, it become essentially linearly varying objects for $b \ll B$ .
That's the sense in which effects gets "turned on" (off-classical states survive) at that scale.
