There's such a thing only by way of mechanism within that world which makes parallel universes not observable by any natural mechanism whatsoever.
But the more you think about things like this you realize any premise of "universe with rules which interfere with other universes" ultimately cannot be realized by general procedural mechanical physical forces but requires descarte's demon to create such a universe.
