Would it last longer under constant compression, or repeated cycles of compressed and decompressed?

Using it. Like any mechanical device it wears out faster when used. Compressed or decompressed do not matter.

Steel is irreversible deformed no matter what you do to it. It has an idealized elastic range but really it suffers small damages but this is described as a separate effect "fatigue" from the ideal elastic regime. In reality these "effects and ranges" are made up pedagogical convenience, everything happens at the same time. If you compress it for a loooong time it suffers more damage than if you compress it for a second. Moar time=Moar cycles=Moar force=Moar displacement=Moar damage. They give cute names for the different damages, fatigue, creep, plastic deformation, etc.

Basically, at the molecular level, you exceed the yield strength of the material which basically is the equivalent of what a spring can handle. Once you exceed it, it will become permanently deformed and can't go back to its original state. This comes in the forms of cracks and such.

If it's proper steel the only reasonable way to damage it is exceed its elasticity ie straightening it out or hammering it in. If it's chink steel then few gentle uses at most. I have suffered greatly from the crap they put in switches and relays.
