China's Obesity Math Problem

50% of Chinese are overweight, with 16.4% of them obese. Overweight is categorized as anything above a BMI of 25. Obesity is anything with a BMI of 30 or above.

However, China's average height is 5'7" (170cm) and their average weight is 137 pounds (62kg).

How is this possible? What sort of binomial distribution would give such numbers? Because theoretically, you would half the population being 170 pounds and the other half being 105 pounds.
