I heard that the wave function of a quanta is just the quanta ( or something about a quanta) fluctuating between a real and imaginary number. If that's accurate, what does that mean?

Complex numbers are a very efficient method of representing the solutions to wave equations and the QM wavefunction is a function of complex variables. There are a bunch of other properties but that essentially covers what you asked.
