Without those trials, the pretentious elites don't feel convinced that the vaccine stop transmission even though the mechanism shows that it does. So people will be forced into a half assed lockdown.
Also other political reasons: the govt can mobilize a population to vote, some even force you to like Australia but are incompetent when it comes to delivering the vaccine.

They're great at getting votes but not strategizing. So it's expected for a politician to seek advice. But since they don't seek it from just one competent source, they get all types of contradictory recommandations. Corporations want things to open up to some extent, epidemologists want everything shut down, bioethicists just waste people's time to justify their career and on top of it all politicians have to cater to their voters. This is why conservatives in Canada were pro lockdown but not fully, since they have to be pro business at some level. Liberals were against shutting down the borders since corporations were against that and also since it seemed racist, until they had no choice and other countries did it too.
And so on.
