You know how hard it is to catch a fly, right? They are not very fast, but they are very quick. A quick fly is even hard to follow with your eyes as it darts around. Now imagine that we shrink that fly down smaller and smaller, so small that it's smaller than the wave lengths of our usable spectrum of light; light is continuous, so "light" electromagnetism is radiating off the fly but not at any wave length we can detect using our crude human instruments. For us, we could only be able to catch that fly in random intervals.
This is quantum mechanics. It really is that simple.
