If so, then the answer is no. Irrationality is the property that a number x cannot be expressed as the ratio of two integers a/b. Notice there is no mention of a base here.
As a result, the only way you can have a finite "decimal" expansion for an irrational number is if you start with an irrational base, which means you are starting off assuming that irrational numbers exist, which defeats the purpose of trying to construct irrational numbers in the first place.
