Isn't gravity essentially the force two objects exert on each other? The gravitational forces between a human and the earth causes a human to pull the earth towards itself and the earth to pull a human towards itself.
If gravity is two objects pulling each other together then the only time you can generate energy with gravity is by having two objects that are apart come together. Once they're together they are no longer capable of generating energy.
The only way to have the two objects generate energy is to pull them apart again. Pulling them apart would waste the energy that was just generated by having them come together.
As others have pointed out hydroelectric dams generate energy by using the flow of water. Water flows cause its moving from the highest body of water to the lowest body of water, so its using gravity to generate electricity (the earth and water are pulling itself together). The only reason we can keep generating energy with hydroelectric dams is because the sun heats up water and causes it to evaporate, raising it back up into the atmosphere where it can condense into rain which can fall in an area thats higher up than another body of water.
Without an outside force to pull two objects apart I don't see how you could use only gravity to generate electricity.
