Look at Ayers Rock. The natives there complained for decades about tourists coming in and climbing to the top. That it was disrespectful to their ancestors and their gods. So eventually the government ordered the rock off-limits to non-natives. Guess what has happened? The tourist money has dwindled down to almost nothing and the natives have recently discovered an ancient "cleansing ceremony" that makes it's ok to climb the rock, for a fee. Cleansing ceremonies don't come free. As of yet the government hasn't acted to permit climbing again but it sure didn't take the natives long to discover a way for their sacred rock to be cleansed once the money stopped flowing to them.
The Hawaiians don't give a shit about the mountain. Their worse nightmare would be for everything to be removed and for the forest to retake over the summits. They want to make just enough noise to get more freebies but not so much that the telescopes become more trouble than they're worth. So far they've been better about maintaining that balance of grift than the natives in Australia were but we'll see how things go when advancements in telescope technology makes the sites in Hawaii less necessary.
