Even if he does not need a chimney because he's magical, he only provides for middle-class and above kids. Still something like 20% of the global population.
Then consider that chinese kids probably don't get stuff from santa claus (and the government would probably take his ass to a reeducation camp anyway), and that reduces his load significantly, since africans are very unlikely to be even considered by santa claus at all.
