Neuralink question from your average layman

Was watching the old Rogan/Musk podcast a bit.
Elon says that we already have integrated electronics in our limbic lives. He says Neuralink could make cognition or 'bandwidth' as he calls it a non-issue.

The question is: wouldn't biological IQ still apply to the use of the interface? Stupid people use electronics purely as an extension of their dicks and cheap enjoyment, smarter people also do so but they might occasionally read an article or watch a documentary.

So would a source-to-brain interface ever make it possible to learn things instantaneously or grasp difficult literature at once?

E;g a retard who's entire lineage going back thousands of years is that of retards suddenly perfectly able to summarise and relativise Hegel or solve tough mathematical problems.

Isn't it more likely that the persons low IQ will still prevent them from using the interface to its full extent?
