How do I grab one of my family's members recessive genes, isolate them and make a clone only from said recessive genes without anything else polluting it?

While I'm alive can I use CRISPR and a collection of my family's DNA to change my own DNA? I was wondering why the government never bothers keeping a large sample of each and every one of their family members. You'd think if you ever came across rare DNA which turns water into alcohol and other mutations/super DNA that you'd want their abilities. You'd want to clone Einstein's brain as well.
I know there's bio-tech for super soldiers, but that's solely for the military, never for upgrading our scientists and society.
