I think the purpose of circumcision is to, through the preverbal trauma of the initial surgery, split the core self. This can be drawn upon through later conditioning. The broader effect is to hypersexualize the individual by the mere fact that the glans remains constantly exposed. The same part of the brain controls aggression and sexuality, so in response to this exposed state, the individual becomes passive aggressive at baseline, yet more submissive to authority. Of course modern day it's been inverted, and is now seen as hypermasculinizing, eg via removing the feminine parts of the genitals so the man cannot "hide". But this is clearly false.
Ultimately though, yes. I don't think it'll be like Brave New World where sexuality is deliberately hijacked as a mechanism of control. Long term, eunuch cattle will be preferred. Look at the quasi-autistic repeaters out there, I think they've cracked it. Some may be left intact, though selectively bred, and kept as sex slaves. Who knows.
