Why do we need high level languages like FORTRAN and C++? Why would you need anything other than machine code?

You don't need them. They just make it easier.
You can also execute computer code manually by writing out the 1s and 0s if you want, but that's a waste of time when we have a machine that does it

different CPUs have different instruction sets. new models also add or modify new instructions. so if you want your program to run on multiple computers and not rewrite it each generation you want a high level language which compiles to machine code
