Western governments say that we have to stop relying on fossil fuel because muh climate change led bats out of the jungle, try to push for more and more solar/wind energy. The European nuclear field is being dismanteled right now, at the profit of those who provide with gas (because green is too unpredictable) and rare stuff to build batteries and so on.
Oh and the EU had talks in 2018 about putting a centralized electronic vaccinatory/medical passport and their key dates were 2020-2021 (I wish I was joking), will obviously serve to control the mouvements and/or ostracize citizens.
