There are disorders to do with the brain being "wired" improperly; again, i'm using "wired" since the correct terminology would require you to read a book to understand. These improperly "wired" brains can be big, but have low intelligence.
The correlation of IQ with brain size is likely to do with the outliers at the bottom, and the confounder of good parents making sure their children are healthy and well nourished leading to bigger brains, and good parents making sure their children develop well mentally
