1. Wet markets were already the cause of an earlier potential pandemic a decade ago. Despite this, China reversed the ban on them, allowing yet another pandemic to fester in China.
2. China blocked domestic travel from infected regions as the virus spread. However, it didn't prevent international travel out of China, spreading the virus to other countries. It did this despite this being the lead up to Chinese New Year, which is when an enormous amount of Chinese tourism takes place. Not only did it fail to do this, but when other countries such as Singapore and Australia refused to take Chinese arrivals, it actually tried to apply diplomatic pressure to force these countries to accept Chinese citizens, despite the death toll being in the thousands at that point.
