If you are asking about best ways to generate random numbers then there are lot, physical methods such as balls or reading the background radiation or such still create the most surefire "randomness".
If you are asking to know the lottery numbers then your best chance is to work on some kind of time travel or simply offer ten thousand foreskins as sacrifice to which ever jew can arrange the numbers for you.
