But every attempt at OPENLY pushing eugenics has been met with fucking MAAAAASIVE social backlash. Nobody wants to be told they're lesser stock and aren't allowed to breed. Much less when it's applies to whole groups.
It's just not worth it. Whatever gains you aim for get obliterated by monkeys burning it all down in anger. Moreso, you get a bunch of plenty smart people standing with them in solidarity. They're smart enough not to burn in the fire started by the masses. It's only mid-wits who would try this shit.
So, while the fundamentals are sound, you can't actually directly or openly advocate for it. How do you push for it softly?

Same with Chinese-Americans. Mao slaughtered the intellectuals. A shit-ton of doctors, engineers, and minor nobles fled to the USA. Where they expect their kids to have these jobs. Chinks are naturally superior, all the dumbfuck backwater villagers are about as smart as our inbred Appalachian hillbillies. But Chinese-American have tiger-moms and dads with high IQ.
