So over the course of 108 years, the average speed increased by 10%. Top speed may be a little different, but I doubt by much. The increase from Bolt's top speed to 40 mph would be a 44% increase. Basically, without genetic engineering, there's no way in hell any human is running 40 mph in the near future.
