Many children are diagnosed before their "disorders" can significantly impact their functioning in life. Rather, diagnoses are given because the subject exhibits symptomes linked to a disorder which is expected to render the child dysfunctional. You can still get diagnosed even if the disorder has no practical impact on your life. The DSM-V has made this quite clear as your own example shows:

Interferes with development. There, we have it. No need to be functionally affected by ADHD. It suffices that your development is simply seen as abnormal. This is also true for the definition of autism and depression where the function or dysfunction of the condition is of no relevance when it comes to getting a diagnosis.
