Depends. I take notes when I read math. I never read my notes (in fact I throw them away when I'm done reading), but I have scratch paper so I can follow along in proofs, examples, etc.

Open the book, read the table of contents. read the preface to get good info about the book.
start with the first chapter. read it once, work through the examples yourself before you look at the guide. Work through the problems at the end of the chapter, you'll probably have to go back and read some parts of the chapter again.
go until the end of the book.

For me, it's playing around with the topics either on paper or implementing them in Jupyter (Python) and visualizing as much as possible. Being playful and trying to break things is the key here imho.

Depends on the material. I like to read a part once, then with a pencil and paper write out in my own words what is written and check it. Also I speak out loud asking myself questions and answering them like I'm having a dialogue. If I'm having particular difficulty with a part then I punish myself by having to write it out word for word and explaining out loud to myself in a tone like I'm talking to a intellectually challenged individual.
