Firstly is intelligence
Second is at least some people who have plenty of free time
Third is for those people to have resources to do experiments
Fourth is the metacognitive ability of these individuals to realize that they may be incorrect in their beliefs.
The last one, i think, is critical.
For example, Bertrand Russells grandfather (or great grandfather, I cant remember) once saw the volcano mt edna and concluded that the earth must be older than 6,000 years. This made him an outcast in ways.
But he had a belief, saw something that led him to question his belief, then changed his belief to accommodate new data, which is what the scientific method is all about.
