Because of technology relentlessly increasing communication and management efficiency, as the population grows there's less and less need for a highly skilled managerial class. We're also seeing computation take over the more resource-intensive parts of people's jobs. E.g., as an engineer I basically never need to memorize unit conversions anymore, since utilities like MathCAD can readily do those conversions for me.
I think what we're seeing is the gradual conversion of jobs which used to be skill based to something very different. These are ideology jobs. They're essentially marketing positions. The purpose of the person in the ideology job isn't to work. It is to take some of the pressure off of other workers by performing menial tasks, while also generating a climate of ideological enforcement. They are basically mall cops, who exist more for convenience and the atmosphere of security than actual protection. In this case it is the protection of the ruling capitalist ideological complex, which requires the enforcement of the egalitarian politic.
