The argument is that sodium retains water and causes hypertension, but dehydration also causes hypertension. Given that majority of modern humans are chronically dehydrated it seems like sodium studies are only detecting the underlining hydration issues that is exaggerated when sodium is added. This seems like a no brainer in applying scientific method, but American Heart Association hasn't tried correcting it at all over the past 40 years.
