What happens when technology progresses to the point where anyone can build a nuke (or something with comparable destructive capabilities) in their own basement?

How do we collectively ensure the survival of our species when any one citizen has access to such raw destructive power?

Under such conditions does it become necessary to completely revoke the freewill of the individual by means of some form of hardline communistic or fascist societal structure?
