Electricity = movement of the electrons
Light = photons

Electricity and light are extremely different. Hwoever, electromagnetic force works by the exchange of virtual photons between the photons and electrons.
So you could say that they are as similar as a bullet and a gun. The photon is independent but the electron needed the photon to work its magic

Virtual x is just a mathematical tool like the imaginary numbers to explain shit.
In reality, the electrons and the protons are just exchanging momentum to generate the coulombs force.
I am still studying it so I can't give you much but I know enough to tell you that your interpretation is wrong or at least misguided
