Could a car battery that's not fully charged measure 12.5 volts across on a voltage meter?

yes, the voltage doesn't really change with use (although it does, probably closer to 0.5V change though), the internal resistance changes more. at least to my knowledge.
Batteries are good at spitting their posted voltage for the majority of their lifetime. if it's markedly lower than its printed voltage then it's probably dying.

It’s supposed to be closer to 14 when the alternator is charging it. Also if you can, check the amps at the starter with an amp clamp. Or just become better at being an electrician.
