the image you posted has fused rings that probably have a lot of ring strain, it may or may not have been synthesized. since I no longer have access to SciFinder, I cannot tell you whether it has been reported.
there are weird ass fused ring compounds that have been synthesized.

It is a randomly generated chemical compound, probably another ML science fair project with no real application
It obviously fascinates pop/sci/ types, and the chem undergrads that spend their time playing videogames instead of studying

fluorophenols are pretty common building blocks iirc. I think there's an easy way to convert Ar-NH2 -> Ar-diazo -> Ar-F using just a fluoride salt and NaNO2
