Deaf-born people accents

I have seen a couple of videos on youtube on cochlear implants and 'first time hearing this or that' and people in those often seem to have locally appropriate accent, despite allegedly never being able to hear before. I know two people who were born deaf, and while they are really good at lip reading, and you can have a basic conversation without sign language with them, they do not have any accent; more so, they mispronounce rather heavily (of course by no fault of their own). Imagine the word 'rather' being spoken by them as 'wadda' kind of thing. It can still be understood, and sometimes requires a bit of explaining on both sides, but for example, none of them are near to having actual Leicester accent as seen at least in some of the videos. Is this a language difference, as am an Eurofag or is it something common? I can't imagine how you pick up the correct accent itself just by lip reading. Are those vids fake? Is it a function of language used? I can't fathom how a girl deaf from birth can pick up appropriate accent, and I have never seen it with deaf people I know. Cat picture is always related.
