Laws may protect your right to decline healthcare services under normal conditions as much as Public Health laws have the right to force treatments into you as a requirement for other citizenship services later on. You may be forced to get an Vaccinated ID or some shit that you'll require when renewing your drivers license. If a public health institution demands it, doctors are employees fulfilling the order, so they'll happily do whatever the fuck they want to you as long as law admits it.
