In particular, all PIE are white, except possibly the Northern Indians, who share significant Dravidian Admixture. All Europeans who are not PIE (Basques, Hungarians, Finns) are white, becuase haplogroups. Now, what particular haplogroups map onto being "white" is somewhat arbitrary, because one can choose to include or exclude the near eastern ones.
Historically, Europeans knew damn well what "white" people were. The biggest meme about this is the retarded Amerimutt idea that Irish immigrants were thought of as black, because a single cartoon made a joke about it once. Think about the "great powers". When Russia lost to the Japanese, the Europeans reacted as though a European power lost to an Asian one, not as though "this is just a squabble among oriental hordes".
