This particular graph shows a spike on Nov 4 around 6:45 am that plenty of people have already talked about. Most of the ballots reported were absentee ballots from Democratic precincts, so you would expect 80%+ of the ballots to go for Biden. Depending on which precincts were reported in that batch, it could even be nearly 100% for Biden. But I could not find anyone else reporting such a high figure as 96%. And the author did not make the data available. (I'm not going to pay for a subscription to Edison Research or try to dig through JSON files from NYT.)
I guess the real question here is why you trust this guy. All other observers, including Republicans who know anything about statistics, disagree with that assessment. Either they are all lying or mistaken, or this guy is.
