It needs to be placed outside.
In my area it's known as a "Woman's Weather Bulb".
There are a couple of instructions:
If the bulb is wet, it's raining.
If the bulb is swinging, the wind is blowing.
If the bulb casts a shadow, the sun is shining.
If the bulb does not cast a shadow and is not wet, the sky is cloudy.
If the bulb is difficult to see, it is foggy.
If the bulb is white, it is snowing.
If the bulb is coated with ice, there is a frost, if the ice is thick, it's a heavy frost.
If the bulb is bouncing, there is an earthquake.
If the bulb is under water, there is a flood.
If the bulb is warm, it is sunny.
If the bulb is missing, there was a tornado.
If the bulb is wet and swinging violently, there is a hurricane.
If the bulb can be felt but not seen, it is night time.
If the bulb has white splats on it, watch out for birds.
If there are two bulbs, stop drinking, you are drunk.
