Taking it will make your testicles larger and make them produce more sperm but eventually there will negative feedback such that your body will produce less HCG, so eventually the enlarging effect will wear off and you will become dependant on HCG to have normal size testicles.
So it's probably a bad idea to use HCG for too long. But maybe short periods of usage will result in a lasting increase in volume? I'm told steroid abusers use HCG to get normal size testicles after a steroid cycle but I haven't heard of them becoming dependant on it. If you have normal size testicles and do a short cycle of HCG, perhaps you'll get big testicles that last.
