Glitch is a weasel word that implies a one time transient error. Defect or bug are things that can be found and fixed. Glitches are not meant to be found or fixed. They're basically magic. Of course if you intentionally make an "error", a magical glitch is a nice way of covering for it and disincentivizing an investigation.

if ATMs create money it's probably at the expense of a big company, so there's incentive to fix bugs that might do that. 99% of politicians at the federal level are bought by corporate interests so it doesn't matter how people vote
