People really overestimate the risks of something like this. They watched Planet of the Apes and believe that something raised in a lab is ever going to develop the cognitive ability for revenge. Nope, you are thinking of brain-to-body-mass ratio, which is not the same as brain size.

Regardless, the brain and overall organism of a Marmoset is not evolutionary structured for the same level of intelligence a Chipanzee, let alone a Human, would have, making it bigger through genetic manipulation is not likely to result in higher intelligence, just more weight, more oxygen requirements, and probably a retarded monkey with not enough oxygen reaching its brain.

When we have fully mapped and understood the Human genome, fully understood the Human brain, understood every single gene and its purpose, can get a grasp of the oxygen requirements and other requirements that a smart monkey would need, only then could we seriously attempt to undertake something like this.

If they did want a full grown adult they would do this anyways. Experimentation is a process, you don't just do it all in one go.
You test it on one fetus to make sure it actually worked and there weren't other related birth defects. For a full analysis dissection is necessary.
Then once its proven to work you move along with fully growing one.
