It's part legal theory but mostly game theory.
What: What if there was a way people could legally opt into making it illegal to tell a lie. Not illegal for anybody else, but illegal for those who opt in, and a way for everybody to tell who those opt in, apart from everybody else, so everyone knows who can be trusted to be legally obligated to tell only the truth and never a lie.
How: Strict use of trademark/copyright/patent laws. Create an easily identifiable symbol. Trademark, copyright it, patent it so nobody else can use that symbol without permission. Then have people sign a legal document asserting that they have permission to use this symbol so long as when they display such symbol they don't lie. If they do, it's a breach of said contract they can be subject to any sort of fine system you wanna put in place. Then give people a pin with the symbol so they can wear it on their shirt in public.
Why: In a world where there is no penalty for flat out lying, and often times people are generously rewarded for it, how can anybody ever trust anyone? The world devolves into a contest of who tells the more convincing lies. This has a chain reaction effect where once people loose faith in the power of truth they'll tell more lies more often. Words quickly become meaningless. Truth becomes obsolete. Facts are irrelevant. Society breaks down. This idea isn't a way to outlaw or ban lying completely. It's merely a break pedal for this runaway effect. A control rod in the nuclear reactor preventing critical meltdown if you will. However, if it's adopted by/in the public mind it has the potential to grow to be much more than that.
