Why 3d models and algos cant predict a lottery spinner?
I know its a chaotic system, but if an algo can eliminate 40% of all the results possible, shouldnt the EV become positive?

Too much chaos. You would need to accurately measure the initial positions of the balls and the speed of the paddles. Eventually the error becomes too large over time no matter how accurately you measure. Running the lotto machine for long enough will render things too random to be computed in the long run.

there's some live roulette with a camera above the ..turn table? that should be easy to calculate, since you can place bets while its spinning up to a point

It's exploitation of those whom don't involve themselves and the "innocent" that will come at a "cost"
