Let's have a thought experiment.
Someone holding a tuning fork tuned to exactly 440 Hz is racing towards you. You perceive the frequency to be 444Hz. In your perception time in the frame of the fork is moving faster, but of course that's not true. When the person passes you the fork will seem to be moving more slowly, but this isn't true either. Whenever you enter the frame of the fork you will precieve time to flow synchronously, and if you both had watches they'd always tell the same time. Time never moves at different rates for different ovservers at different speeds. It's just an illusion.
